Also, I've managed to upgrade 2-3 walls to Legos and about 8-14 walls to Skulls. And right now, I've got 4mil Gold and 7.25mil Elixir.
if it was me what I would do the following -
Builder 1 -
with 4M gold upgrade 8 walls to skulls
with 3M elixir upgrade 3 walls to lego (saving 4M elixir for builders 2 & 3)
with 25K DE upgrade BK to Lvl 7
Builder 2 -
2M Elixir to upgrade drill to L3
Builder 3 -
2M Elixir to upgrade drill to L3
Builder 4 - ? depends how much you can raid between now and then.
Builder 1, 2 & 3 - I guess I can do that. It doesn't seem like too bad of an idea.
Builder 4 - Well, I'm not 100% sure. It would depend on the time of day. Plus, the loot up in crystal so far is mainly all in the storages, so I won't be grabbing much over these next few days since I'll be up in masters by tomorrow or later today.
I'm not entirely sure whether to take this post serious but I'm assuming that by you taking the time to post it is. Troops>Spells>Camps>Heroes in that order imo. All of them should be upgraded a lot before you enter war and they are always priority even if you aren't rushed. Believe it or not if your troops and comps can handle their own, it's not bad to be in war because your base doesn't count for as much total strength, it will still count for more than most TH9 but if you level your offensive weapons and know how to attack, I would opt you in war. There's actually guides out there for rushing your base. I won't post here because I'm not sure if that violates supercell's rules. Good luck to you.

Firstly, why would you not take this thread seriously? ... It's not like I'd go through all that effort just to troll everyone.
Secondly, I know there are guides out there, but they're all useless to me in my opinion. Why? Because I'd rather not follow a guide that's more likely outdated, plus having more than one person give suggestions or their opinions of what my upgrade priorities should be is so much easier and better than following what only one person says for me to do.
And thirdly, I'm a premie not a rusher.
Base Update(November, 14th):
My first Level 4 DE Drill and Tesla upgrade have finished! Now its time to upgrade the next 2 DE Drills to level 3 and in 15 hours, my next level 4 Tesla upgrade will be all done, ready to defend.
Obstacle Update(November, 14th):
Just got my 6th Cauldron, but sadly its a waste, because it will interfere with any new base layouts I decide to make or use.

Just updated the Original Post, added a "My Progress" section so you guys can see what I've upgraded without having to go through all of the posts. I hope to get some feedback from you guys, about the new update to my thread of course.

Base Update(November, 17th):
My 2 Dark drills are finished. And 2 days ago, I started my level 8 Wizard Tower upgrade. You're probably thinking "Why the hell would you do such a stupid thing?". Its simple, I'm planning on maxing out my wizard towers 1 at a time. Sure, I know it may sound silly in a whole lot of ways, but its just something that makes more sense to me for some reason.
Now to figure out what the other 3 builders should do... hmm Maybe I can switch from upgrading only 1 at a time, and try to make it so I can upgrade ALL of them at the same time... What do you guys think of that plan?

Since you have 100K DE I'd upgrade one hero - your choice which one
You have enough to bump a lvl 4 drill to lvl 5 I'd do that too
Last I guess is your choice what to do with the gold, IDK pick a defense.
