Your clan should be good enough to handle 1 or 2 deserters. If not, your clan has more issues than you think.

It's not only new people. I have been in clans where long time members decide to up and leave for whatever reason and do it in the middle of a war. One person leaving makes a difference. There should be some sort of penalty. I like the idea mentioned about a number in the profile saying "War attacks not used".

That is actually a good suggestion that I have never seen posted here. Submit that in the ideas section.

the only problem is that there are plenty of valid reasons for missing attacks, hospitalization, a funeral, power outage etc. etc. I'd hate to have a blemish on my profile just because I couldn't attack because I had an emergency.

Now if you could rig it to detect and show war attacks missed because you weren't in the clan on battle day I'd be up for that.

They don't even include how many times you've lost. Supercell has a philosophy against negative statistics. Good or bad? That's up to you...
