I know its not a super big deal but I don't understand why it doesn't count towards XP level. I know the upgrade time is zero but it would make dumping massive amounts of resources a little bit more rewarding.

I would complain about the lab that doesn't give experience when upgrading a troop.

Everything in the game doesn't give experience. Lab time, heroes, etc. just to name a few that don't. Walls fall into the category of structure upgrades (one could argue that heroes do too, but heroes are unique - they could also be considered troops, but they require a builder to upgrade), and the experience earned from upgrading defensive structures is based on the time required to complete the upgrade.
But even if they did change it so that walls give experience, what would they base the amount of experience on for each wall level since they all take zero time to complete? And what about all the walls that have already been upgraded? Would everyone suddenly get all the experience from the walls they upgraded in the past?

XP isn't just related to build time. You also get XP for donating troops, destroying town halls & completing achievements. I think it would have been nice to get XP for walls but probably too late for that now. I've been on the lvl 9 wall grind for about two months now because everything else is maxed. I rarely even play anymore because it's just not rewarding enough.
