I would suggest L4 golems, L2 witches, L20 heros if you can stand to wait and all Legos because it really is much easier to farm at TH9 than 10, at least for a while.
Lvl 25 Heroes. Level 9 walls. Maxed Troops. These should be your goals. You won't regret it.
Mine is to max Th9.
Go ahead. Just understand that a th10 without good golems or heroes is useless in war until he gets them on par. Loot is great at th10, especially the dark elixir.

Heroes level 20+ and almost all level 10 walls are very important and very useful. I'd recommend grinding on heroes and walls more before you go to Town Hall level 10.
You should consider to upgrade when:
1, Your builder has no work to do.
2, You have no tech need to upgrade.
3, Any of your resource has no way to use, always full but ignoring searching fee and training troops fee.
I upgraded to TH10 when I max heroes and walls. It was so bored to have full resources but nothing to do all days.
I feel confident to crash any TH9 with lv30 heroes when I step in TH10 and so it is.
The only thing you need to think carefully is whether you can survive in TH10.
The early period is always difficult. Your tech and heroes make more difficult for you to pass.
The GOOD thing is:
There is no TH11 to hunt you so far. You'll be more safe after upgrade to TH10.
The BAD thing is:
You can only get 50%loot from TH8.
You need to face TH9 base to get resources, or even TH10.
Get your heroes to 25 at least
