In addition to the attack and scout buttons for enemy war bases, add a reserve button, which allows a player to reserve a base for a short period of time - perhaps two hours, perhaps a time period set by a coleader. Players would be allow d to reserve during prep day, with the reservation timer starting at the beginning of the war. The reserve button could be grayed out, or all pending reservations could be canceled close to the end of a war. The reservation would prevent another clan member from attacking the base, and would label the bases with the name of the person reserving it on the war map. Perhaps a coleader could reserve bases for players, and cancel pending reservations, in addition to players reserving bases for themselves. Once a base was reserved, the reserve button would be replaced with a cancel button, to cancel the reservation. A player can only have a single base reserved, and if a base has been reserved, a player can't hit any other base. Attacking the base would open it back up for new reservations.
Benefits: Gives some clarity on who is planning attacks on which bases. Easy to see on war map which bases are open. Allows you to spawn an army in confidence, knowing no one else can hit your base before it's ready. Gives war leaders feedback that all players are logging in, and concur on base selection. Allows flexibility in how clans decide war attacks. In some clans, players would look over bases, select one to attack, and reserve it. In other clans, the war leader would assign bases, and players would reserve as feedback that they agree on base selection. In some clans a war leader might assign and reserve bases for everyone.
Typically, our clan starts wars with a 12 hour reserve period, after which bases are open for attack, which encourages players to attack early. So our leader could suggest bases, and set a 12 hour reserve period. If a player doesn't reserve the base, everyone can see that on the map, and know that there's an issue early. At 10-12 hours after the war started, the war leader could drop the reserve time down to two hours.
