Hi!
On my th 7 account I want to start over (to th 1), so I can have a second account. (I already have the exact same account on my phone). Do I just delete the app and get it again, or am I just stuck having the same account on two devices?
(Hope this makes sense...)

If its an iOS device, you'd need to wipe it and get anew gc account to start over. Just deleting the app won't help.

on android- you can create a new gmail account and have as many accounts on one device as you want i currently run 3 on my phone

Android : Go to application manager open coc then clear cache close. Open clash ur previous account will be no more a fresh game will start. Ios i have no idea but iam guessing its the same.

In android you don't even have to delete the app, just go to settings - apps - Clash of Clans - Clear data
And that's it! Open the game and there's the tutorial.
Obviously, don't forget to backup your old village befoore clearing data.
In iOS there was a way to clear Coc data and start a neww village without having to wipe the entire device.
It was with one of those apps to clear cache in iOS devices.
But when iOS8 was introduced, Apple denied any access to system files to any app.
That means we can't clear the cache data in our iOS devices anymore, and cache management in iOS is absolutely terrible. Right now I have 4 Gb of cache in my iPad and there's no way to delete it!
I really, really hate Apple's policies.
