Keep upgrading your heroes and your walls.
If you are bored then go for it. You will do fine.
Do whatever you want.
I went to TH10 with crystal walls and heroes in the teens and never regretted it. Defenses and lab upgrades were all maxed though. I never liked having the builders sitting around just to keep farming walls & heroes.
The higher level heroes do matter, walls beyond crystal are largely a status symbol and you have to decide how much that matters to you.
Since you are already way beyond where I was with walls & heroes, I would say go for it, but you have to decide what is important to you.
For what its worth, by the time I would have gotten my walls and heroes to your level if I stayed at TH9, I had half the TH10 defense and lab upgrades maxed. The idle builders and idle lab while endlessly farming walls really do cost you.

Go for it. You are in good shape and you can finish your walls and heroes as th10.

stay th 9 it's the best part of the game. Max everything before you go... Once heroes are 30 go.
play with all the 3 star attacks in war as a strong th 9. Goho etc.. Have fun.
That depends on how you play. If you're hardcore war player then upgrade everything... If a casual farmer, you can go for it
