Bad idea.
1. If a person doesn't want to use their attacks, they WILL NOT use their attacks even if they are trapped in the clan during the war, so that's the point?
2. People might go out for other purposes other than purely leaving the clan such as going out to spy enemies or join other clans for higher troops, etc.
3. Imagine if you choose to opt out of war but the leader somewhat decides to include you in the war anyway... oh great I'm trapped for another 2 days.
As others have stated, penalising for not using both attacks would be a much better solution.
Maybe instead of gems people can 'deposit' a certain amount of gold, and will get half back with each attack. However, this would also lead to people pressing the attack button and surrender immediately after.
Like I said, if a person doesn't want to attack, you can't force them to since you have no control over their action. They can use both attacks with 0% damage and there's nothing you can do about it (other than kicking them out). The best solution for this is adopting better clan management, that's the ultimate solution for anything.
I can NOT BELIEVE this is still under discussion! We are never going to turn clans into a prison or a feudal lord type scenario! Nobody should have to pay a security deposit on their attacks, and they should have the freedom to leave whenever they want to.
You already are. You cannot war for the amount of time left in the war when you left. Also, some clans, such as my own, don't accept people who have left a clan during war into the clan. The penalty should be decided by those in the clan they want to join, not by code.
The person who leaves should still get penalized, because not only is it the fault of the leader, it is the fault of the pupil who left. The pupil who left obviously did not like the clan, however, that person shall not be entitled to leave the clan while the clan is facing off another clan in a clan war, if he/she does so, they shall get a minor loot penalty. This will repeat until the pupil realizes that they should not be leaving clans when they are in clan war.
