This building would exchange your gold for elixir and the opposite... But to make things a little serious the exchange will be 2 for 1, so that it will be used only when it's absolutely necessary... This building has no level, meaning it can't be upgraded... Maybe it appears in the village like the clan castle broken and you need to fix it, or not... As for dark elixir, I haven't really thought about it, so use your imagination to improve the idea...
