Don't need a free builder to upgrade walls

Walls cost a lot; if somebody has 900K of the 1M that they need for a wall and then log-off, there's plenty to raid.

I wouldn't consider being able to raid about 100k of any one resource from a TH9 (and needing to hit ALL 4 storages to get there) as "plenty to raid."

If you come into a raid matched against a TH9 working on lego's with 100k/100k gold/elixir to loot, unless they're sporting >2k DE it's a "next" for sure...
