I am an almost maxed TH9 with over half my walls at level 10 and my Heroes at 16. It is discouraging for an inferior (rushed) opponent to use 4 level 1 EQ spells to defeat multiple layers of level 10 walls to be able too access the core of my base after using WB'S to breach the outer wall. Makes me not want to play the game when a TH 9/10 with single digit Heroes and level 6/7 walls can manipulate their way to an easy 1 or 2 star victory. Consider changing the EQ spell to inflict less damage on walls, for example a level 1 EQ spell lowers a wall by 1 level, a level 2 spell by 2 levels, etc., with the spell taking up 2 spaces. This would motivate players to upgrade their walls. Or, decrease the diameter of EQ spells damage area and/or simply decrease the damage percentage of each spell somtht 4 spells cannot defeat any level wall.

I agree that any 4 EQ spells taking out any level of wall is stupid. I think EQ spells should "pivot" around Level 9 walls. What I mean by that is it should take 5 level 1 EQ spells, 4 level 2 EQ spells, or 3 level 3 EQ spells to take out a level 9 wall. For lesser walls of course it should take fewer spells, and for better walls it should take more. At the lowest end of the spectrum it should take 2 level 3 EQ spells to take out level 5 or lower walls. At the upper end of the spectrum it should take 4 level 3 EQ spells to take out a level 11 wall. As I'm mobile at the moment I can't make a full chart, but hopefully this is enough info to fill in the blanks.
