Personally I'd start working on upgrading those walls.. Do atleast half before upgrading

Get ur golems to Lvl2, Loons to level 5 and Minions to Lvl4, Healer to lvl3 as well, helps for farming with the queen. Do ur walls, level7 walls are like cardboard, atleast try to finish half before upgrading th.
I suggest upgrading at least half of your walls to lvl8. A TH9 with lvl7 walls is easy pickings.
I also suggest getting your golems to lvl2 and loons to lvl5. You'll be using golems often at TH9 for strategies such as GoHo. Once you get maxed loons, you can implement back-end loons and start using air strategies such as Lavaloon and GoLaLoon.

As for your base, layout and upgrades looking good. I'm assuming you'll be working on your golems next after that pekka upgrade is done. With those high of defensive buildings and troop upgrades, I'm surprised to see that majority of your walls are still purple, unless you are quite busy and only have time to raid and gather loot once a builder is about to complete and don't have excess gold for your walls.
I would say as suggested to get at least half of your walls to skulls before going to TH9 to not waste so much elixir, if it's your plan to upgrade without being a completely maxed out TH8 (maxed walls included).

This I agree with totally, I'm nearing the end of TH8 and bar healer and mins I'm maxed(oh and dark Spells need an upgrade but that will wait).
Golems at lvl2 are beasts at TH8 so going to 9 with them at lvl1 I would imagine ,would be quite a disadvantage.
And Loons having to do 2 lvls at TH9 (as TeraSpike said) will hinder using your OWN backnend Loons .
