It's fine and it prevents abuse of the feature. You can always gets a third party chat app to communicate with your clan freely. Lots of clans do that.

Every Clan Message sent shrinks the Battle Log. Say for example if you make everyone Co-Leader and they all send a Clan Message you'll find yourself with only a few attacks in your Defense Log.
Some people like this while others do not.

Clan chat is for just in time communication. Clan mail is for less time sensitive information. If folks aren't on the game when you need them, clan mail will not help. I really don't see an issue. It is a mobile game. Some people play often, others check less requently. It seems you may need a different clan composition if clan mail every 12 hours does not work for you. lol
I would like to see a better communication system.
I work with a bunch of newbies in the training clan. Some do not know how anything works. I find myself saying the same thing over and over. Something a little more workable would be nice.
God bless you Princess, but if they don't learn, you will struggle with them forever. It comes down to how laid back you and your clan are. We give people time, but at sometime they have to stop cutting bait and start fishing. lol
