But "best" is not just best percentage - it is best stars first, then best percentage among attacks with the same stars on that base.
If there are no "won" attacks on a base, then the highest percentage "lost" attack is counted.
Search the forums, young fresh spawn, these questions have been asked continuously since the previous update. There is plenty of literature out here to help you understand your question.
