I think it's nice to upgrade everything if you have the chance. You never know if supercell will tweak a spell more to your liking, and then you are behind on the level of the spell when the change comes, putting you at a disadvantage.

TH8 must upgrade it to Lv. 5 ASAP so they can take out one AD with 2 lightning + 1 earthquake then mass drag with a rage/heal.

I'm getting it to lvl 5 once my lvl 3 minions are done. I finally have a reason to prioritize it!

Of course not! It's a waste... It only does 570 damage at Lvl 7... Enough to destroy the ADs easily with 2-3 of them

This is the wrong way to look at it, if you are going to use lightning then you want it maxed. All the spell upgrades are small improvements but to not have maxed of what you regularly use is to put yourself at a disadvantage no matter how small.
