Trust me, being leader in an established clan can be a huge pita sometimes. It becomes like a job. I sometimes...ok all the time...wish that I could just go join a clan and be a member, not an elder, just a member. Go to war, do my war attacks, chat, donate... whatever. Not have to start wars and mediate fights and yell at people for missing war attacks and send messages to people that aren't pulling their weight, etc... Thing is, the clan is almost 2 years old now with about 10 original members, I cant leave that. Careful what you wish for...
I'm in a level 6 clan with over 30 members and this is still a problem. He isn't talking about those th6s creating their own clan with free co, this affects clans of low to middle range in performance. About half of our losses (that's 8 of 16 for us) came from putting newer members in war because they had a green shield and requested to join and be in war. We also recruited good players this way and they stay loyal, so just not recruiting like that is throwing away too much wasted potential.

Since you seem to have an idea of how hard it is to run a clan, I'll ask why are you against this? If you want your clan to grow, you'll definitely need something similar to this. I personally would rather be able to see a players recent clan history instead of punish war deserters, but anything to make it easier for small to medium sized clans is what this game needs.
