War-Opponent max. TH is 9,but CC unit is lvl 5 Dragon?!?! Imposible ?!?!

Dear all, need your confirmation. Currently we are having war at 15 vs 15. Our Opponent highest TH is at lvl 9. They have 3 TH 9 in total with the rest at TH 7-8.
War has commenced and my 6 to 7 guys have made their 1st attack. To my astonishment, our opponents have level 5 dragons as their CC defense unit !!!!
From my interpretation, this is near impossible and illegitimate. As a maxed TH9 myself, my maxed Dragon level stays at 4. Donation of CC defense troops in prep day ONLY entitle to war participants, correct me if I am wrong.

Can I hear from you guys? I smell a rat. I have screen shot the relevant. If I have a case, how and where do I report to Supercell? Thanks

If they are a lv 5 or higher than that's legit, free troop upgrade.
