EQ didn't do 25% damage with first spell!

Apparently EQs take away 25% HP of a building of the first EQ spell. So why did my lvl 1 EQ do 14% damage?

A max EQ spell does 25% each EQ spell below max does less, yours is lvl 1 thus 14%
