I think I know how. After every update, there are not a lot of players, correct? So, the logical result would mean that those few players who are on slightly before the others could enjoy plentiful amounts of dead bases just until about everyone gets on and starts looting again and everything gets back to normal. And also, I would like to address the 'person above who is saying that there should be hundreds of thousands of dead bases after every update, you've got to take into consideration that people are raiding before an update starts. So, for example, there are 900k dead bases in circulation, and there are about 80k people active in a given hour. So, if atleast each person is able to raid 3-7 dead bases in that given hour, then there should be 240k dead bases left in circulation. When the maintenance happens, no one would be able to take those remaining dead bases and the number dead bases would increase in that time(because the shields of some previous dead bases expired). Then After the maintenance, 240k + dead bases are available to early players, hence the "Golden hour"
