Why is the queen not good?

Not only once now but every single damn time my queen CHOOSES to shoot at a wall instead of taking the jump spell path even though there are nearby structures just over the jump spell, does the jump spell like not work for her or is she just plain stupid like my title suggests...

She cray cray. Try incorporating EQ spells into your attack. She is not as dumb when there is a huge path cut out for her.

No, OP is correct in that the AQ AI on Jump Spell is broken.

I've seen her do what OP is talking about many times. The only way she goes over jump spell is if she would have shot that wall to break through it normally.

Go through replays and you will see. Of course you have to plan for this, but the mechanics of it are broken and have been for months. I'm not sure why SC isn't fixing this, probably because they're afraid of unintended consequences.

I've been using AQ and Jump spells since the update and after 1-2 days of teething problems, rarely ever have a problem with the AQ pathing or getting her to take a jump spell when I want her to. Whenever I do mess up I can see in my replays where I went wrong.
