I have 15/18 heros, lvl 8-9 walls and have no issues being a th10, play the game the way you want to, not how everyone else deems is right
Play the game as you like, but read more comments in this forum on premmie/rushed TH10 before you make your decision.
For me, I click TH10 upgrade when heroes are 17/18 with partial Lego walls, no Lava. I survived fine, no complain on TH-loot-penalty, no complain on no loot/DE, and currently maxed TH10 (except walls and heroes, working on that now).
