You could make your same argument when looking at lavaloon attacks. Rage is used almost exclusively. That doesn't mean it is overpowered, just that it fits the strategy.
Heal, Rage and Jump are all very well balanced as far as spells go. I think Freeze is overrated, but that is more due to me being a TH9 who hasn't really used them yet. I do fine against TH10s without them, though.
Lightning will always stink, even at lvl 7. 2 lightnings and 1 earthquake though will be interesting on ADs with update.
Kid posted his base in his other Boohoo heal thread. It's a weak TH9 with several defenses down, low level point defenses, no DBGs (only relevant because he is crying about hogs), and several things being upgraded. Gee, I wonder why he is getting rolled constantly?

I remember thinking that heal spell was so OP... until I unlocked Rage spell.All spells are OP in their own way.
Offense is obviously OP until the high TH levels. Spells are a key ingredient in allowing bases to be flattened (by same TH level attacker). They have to be powerful otherwise 3 star attacks wouldn't happen in wars.
I still believe that heal is a bit too cheap and brews too quick. No way that heal spell should be as cheap/quick to brew as lightning. Heal is more comparable to rage spell than it is to lightning.
My th6 mini uses heal to make balloons invincible on their way to bomb an ad. But the spells are expensive and one time use. Once that ad is down, they're vulnerable to everything including air bombs. Every spell has its hay day. But the heal spell fades from relevance long before the end game
