When you suggest new clan perks, the only major thing which you MUST take into consideration is that their effect CANNOT differentiate clans in a war, which means any boost you'd bring to something existing in the game, it cannot affect the war. There are a lot of wars where a lower level clan will face a higher level, and such perks would give the win from the start to the higher clan.
Clan perk 1: Spell Donations.
This would differentiate the clans in battle. One clan would have members with this additional donated spell, while the other clan wouldn't. An additional spell in a fight can make the whole battle.
Clan Perk 2: Extra clan war attack time.
Out of discussion, would unbalance the fights between uneven clans too much.
Clan Perk 3: Extra clanwar bonus loot.
Already existing.
Clan Perk 4: Extra clan war cc troop spaces.
