Just do it, maxing everything is inefficient. Th9 loot is the same once you get offense up to scratch.

Well generally you can press the button once the main farming and warring army for your future th9 are maxed. Doing it on the way may not be the best idea since the priority th9 upgrades take elixirs and DE (spell factory, lab, dark factory, camp, dark barrack, queen), you'll need to raid hard to have stockpile of elixir when the worker is done with the th.
