How do they still have access

I got ♥♥♥♥ed blah blah went through the process got the 2 day ban and I got unbanned so I thought my problem was gone...however they still have access to my account how!?!

The first 2 day ban on an ownership verification is just phase 1 of the process.

You were supposed to email Supercell Support with the ticket number that was on the ban screen. Once they receive the ticket number, phase 2 begins.

The ban screen changes to a semi-permanent ban. The only way to unban the account on the device is with a code given to you by Supercell, after you've been verified as the owner.

I thought if I requested the ban and had already answered their qs about first purchase order and stuff I would already be labeled as the potential owner and did not have to message them with the ticket number

The ticket number is part of the process. Unfortunately, you've got to start over. You need the code and to enter the code on the ban screen from phase 2 of the ownership verification. That is the best chance at getting unauthorized users off of your account.
