I believe this is partially true. My understanding of the logic is this:
Is there any attacking unit in range of the cc?
If yes, then start releasing troops that are able to target any attacking unit on the field.
So if you only have air troops then the units mentioned won't come out, however, if there's a ground unit anywhere on the battlefield then those troops will be released in the normal order even if the ground unit isn't in range of the cc.
This explains why this kind of thing happens - cc valks sit inside during a dragon attack until the attacker drops BK.
Defending clan castle troops will ONLY deploy if there is a unit they can attack in the range. Balloons for example will deploy when ground troops come in cc range.
I did a test in war were we knew what the other team had in cc(spy) and my target had a balloons. I attacked with lavaloon and didn't need to deploy any ground troops. CC was destroyed at the beginning by balloons bombs and then deployed king & queen but still nothing came out.

Right. No hope for ground only target cc troops to come out if the clan castle is destroyed by air troops prior to any ground unit entering the aggro range of the clan castle.
If a th8 attacks someone with dragons, and drops his/her barbarian king out of range of the clan castle aggro range, then ground only target troops will not come out, even when dragons enter the aggro range. A ground troop must enter the aggro range of an undestroyed clan castle before any ground only target troops exit from the clan castle.
I have yet to see an instance of this otherwise.

Your troops will only switch away from a building to hitting enemy troops if those troops are capable of damaging them. And they certainly won't bother to follow any such troops that move away.
