New TH8's need to realize that they need to prioritize gold and dark when farming. If you do this early on you don't have to end up in the boat that has you wasting elixir at the end of the TH 8.
However if you are in the overflow of elixir crowd as most are at TH8 you can go to TH9 so it can be used. Looking at your pic you can still upgrade two of your barracks with elixir. At a bare minimum I would do that. If you're serious with war I wouldn't move without King 10, Hogs 4 and Golem 2.
