Th7 walls don't really matter. But it will help you once you're a th8.

Allways max your walls, do important, just scaring off attackers is a bonus plus when u start doing your lvl 10'walls they look cool
Since lvl7 walls are only 200k, they aren't that expensive, so it's best to do at TH7 so you don't have the responsibility of doing both lvl7 and lvl8 walls at TH8.

Max walls don't really become vital until TH8. And while I would recommend you max them at 7, you definitely should not have left yourself with so few left to do while the TH upgrades unless you intend to gem the time.
