Why some bases are being defended by one brb and some with 2???

So can anyone tell me why on war map some bases are gaurded by 1 and other r by 2 of them
i know i chose wrong form for query but it's not letting me post in clan war form..so 🙊🙊🙊 forgive me 😅😅😅

It's how many attacks that person has

To elaborate, if there are two barbarians left, that person has not used any of his attack in war. One barbarian left and he/she has used one attack in war, and finally if there are no barbarians left, that person has used both their attacks in war.
