Supercell doesn't control clouds in Titan. It is just based off how many available bases there are to attack. Because there are so few, it takes a long time for a result to come through. There wouldn't be such a long waiting time if there were lots of people in Titan league.

It could be considered good to have time to prep your next army while you wait. There can always be a positive take on a situation
