If air, you will want the lava hound to level 2 to go with your balloons. If ground, you will likely want max hogs, and to upgrade your golem, wizards, and witch... pretty much in that order. Again, this assumes we're talking about war troop needs.

One might work great on one base layout but not so much on another.

If you're looking for a consistent 2* with possibility for 3* I'd say GoWiWi has the lowest failure rate.

Assuming you maxed all your troops out at TH8, I'd upgrade max hogs next. You can hold you own pretty well with max hogs in war. Next I'd start on Golems to get GoWiPe stronger so then you can start attacking higher TH9's. I would've said lava hounds a couple months ago but air raids have been getting progressively nerfed with each update that comes out, so at this point I'd almost say upgrade dragons to lvl 4 and use that DE you would've spent on hounds on your heroes and lvl 4 drags with a handful of max loons will still give you a decent air raid army.

I would prioritize doing GoHo troops or GoLaLoon troops. Both of the strategies are probably the most versatile war attacks in my opinion.

I've found that the familiar dragon and dragloon air attacks from TH8 stop working well as soon as you start seeing level 7 air defenses in war, but I haven't tried one with level 4 dragons yet. Lavaloon is a mixed bag for me, often ending in either a high percentage 1 star or a 3 star. Lurability of the queen and CC usually determine the outcome. If you want to try Lavaloon, you need to upgrade to level 2 hounds. The level 2 hounds throw out 2 more clean up pups, and they have a little higher hit points for surviving level 7 ADs. However, you have to upgrade your dark barracks to unlock the hounds in the first place, so that might delay you for awhile.

I've had much more success with ground attacks, and just about all of them require an upgraded golem. I'd upgrade them early since they're much more versatile in war than any other troop. You always need a good tank, regardless of your strategy. It also doesn't require an upgrade to your dark barracks if you maxed out in TH8, unlike the lava hound.

^^this, couldn't give a better advice, for war golem is in more strats than any other troop.
other than that I'd max you barch first because then it's easier to gain the elix you need early TH9, but you'd probably be better off sitting out he next couple of wars if you follow this route.

3 days to unlock the lava =)
i put a builder on my Dark barrack just when i hit TH9

i ll try to max my Golem as soon as possible
