Attacking higher TH than you is never been easy especially TH 10 with those inferno tower. And Higher TH can attack us easily wiped our entire defense easily with the spells and maxxed out troops number/upgrades.
So instead if skipping highers TH, why dont make it challenging for us, lower TH to actually attempt to attack on higher TH.

Why should a lesser opponent be able defeat a stronger opponent? If a TH8 can take on a TH10, why would you ever want to upgrade?
It used to be that way. You got a loot bonus for attacking higher th's when I started playing years ago

A TH10 with maxed cap storages offers around 400K gold and Elixir as well as 3K DE, this is more than what other THs with maxed cap storages can offer. The incentive is already there.
Your suggestion is not making it "challenging" it is making it more lucrative.
Other thoughts on this, is that this idea is extremely short sighted to say the least. Short term you will benefit from it, longterm if you plan on going to TH10 at any stage is that this will negatively affect your progress when you are TH10, if you don't intend on upgrading to TH10 then this is a very selfish suggestion.
