Town hall ten is the only town hall now that needs offensive content only for them. They have no troop whatsoever for themselves. Town hall 9s however get 2 new troops plus a new hero, plus a new elixir and dark elixir spell. We have enough. A town hall 10 only gets one elixir spell. That's it. They need more.

3rd hero? Just lol.
Are you serious? Like someone already said, town hall 10 needs more stuff available to them first. Also a third hero would probaly be overpowered unless they added some kind of counter to the new hero.
Town hall 9 is perfectly balanced imo. There is no need to give it more stuff.
TH8 is near perfect as well though there is very little variety for attacking compared to TH9's and up.
If anything, TH7 and TH10's need to be fixed.
