Our leader (TH10) opts out all the time when upgrading his heroes. If he was in war, his attacks would be useless without his heroes. The clan manages fine without him.

Im leader of our clan and they sometimes leave me out of war, so i often have an enforced farming break.
Opt out, but maybe war once in 1-2 weeks. Plan the attacks when your heroes are ready, once attack, then you can continue upgrade heroes.
Also, as long there are Co-leaders who can manage the war for you.
Leader may also active in chats to support the team. Also to donate for war attacks.
I think this is fine and good enough.
