I always found it better to buy the expensive stuff when you actually have the loot available - by spending your resources you become a less prefered target anyway.
There is no questions that you get more bang for the buck buying the second X-bow... but do you need that extra firepower on defence ? My defence log is filled with snipes - and my X-bows haven't fired a single shot in days. So if your storages get hit frequently - buy the 2nd X-bow... if you rarely get hit - buy the upgrade.
Agreed, 2nd xbow will strengthen your base more than the small lv2 upgrade.
