In war at TH8 you have 3 primary attack strategies that you have to defend against: mass dragons, mass hogs, and GoWiPe. For mass dragons you want to upgrade your AD ASAP and defend them well. For mass hogs you want to have double giant bombs somewhere and have a couple more places where they can possibly be. For GoWiPe you want to max your point defenses. Teslas can be devastating to a GoWiPe, since they do double damage to Pekkas, so they can be the single best defense against GoWiPe.

I suggest not putting them surrounding the TH. Everybody puts them around the TH, and the TH is where an attacker will push his golems first. Put them more around the edges where they are less obvious and have a better chance of surviving the golems and taking out the wandering Pekkas.

Teslas are worth their weight in platinum. Spend the gold and time to max them first, you will not regret it. Guaranteed.

If you want to have the strongest base possible, do tesla's sooner rather than later. If you want to have a base that fewer people attack, do tesla's last. The biggest problem with tesla's is that they provide no deterrent from attacking your base because people cannot see them. For this reason it can be a good idea to do them last since a major goal of every town hall level is getting people to snipe or next past your base without fully attacking.

Time also needs to be considered. Tesla's may be powerful, but if you have the resources to upgrade two buildings in the same time that you could do one tesla you may be better off doing the other two buildings first. Tesla's take twice as long as many other defenses so it is another reason to do them last.

I would consider a defense that gets weaker attackers to blow attacks and fail because of tesla strength rather than only get attacked by people who will destroy my base, especially in wars.
