I think it's short-sighted to look ONLY at the mathematical area covered by the two spells and compare them.
In practice, I have found that the haste spell has nearly the same "effective" area as rage because of the differences in how the two spells are used.
With rage, you place the spell over defenses to make use of both the speed and damage boost. With haste, you place the spells in FRONT of the defenses to lessen balloon travel time. The balloons fly straight through the spell and make use of the full diameter (e.g. 7 tiles) of the spell. The diameter of rage is 10 tiles, so you're effectively getting 70% of the performance (with level 1 haste) at 50% of the spell cost (in terms of spell slots used). If you're doing a wall of balloons, the smaller diameter means less of the "wall" passes through at the same time, so this is where the smaller radius/diameter actually hurts.
I know I'm kinda new around here, so many will probably disregard my opinion, but oh well. Been clashin for almost a year, nearly maxed TH9. Workin on my lava walls, everything else is maxed (including all lab upgrades save 1 haste level and earthquake, cause upgrading earthquake brings minimal benefit). 17/16 AQ/BK heroes, got some work to do here...
