Not exactly the answer you're looking for since you're TH8, but as a TH9, I found that upgrading teslas and walls were the best deterrent to GoWiXX-based armies. The teslas lock in on the Pekkas and start taking them down before they can wreak too much havoc on the core. The walls help box in the rest of the troops so that they can't get out and get smashed by mortars, cannons, and archer towers on the far side of the walls that they're hopelessly pounding through. A full set of skulls and level 6 teslas should help you out against TH8 GoWiPe attacks. Pink and purple walls might as well be rock candy against a TH8 GoWiPe with upgraded troops/spells. When I got to about half legos in TH9, I could finally stop GoWiPe and GoWiWiPe attacks from pounding through the core to the other side of the base. If that happens, you're looking at a high percentage 2-star or a 3-star whooping.
As far as layout goes, you can't prevent a reasonable GoWiPe from getting to your core for 2 stars without compromising yourself to hogs or dragons. However, I've found that having your teslas near your core with the clan castle and town hall helps to weaken up the pekkas. Don't make your core too big. GoWiPe loves big spaces. Having your other defenses spread out evenly inside your first wall layer forces the attacker to choose a side and be stuck with getting pummeled by the opposite side when they run out of steam after taking the town hall. Most GoWiPe attackers don't bring back end loons or hogs to take care of those lingering defenses since that would weaken the initial thrust into the core. Another important thing is to make sure you're strong against dragon attacks with level 6 ADs that cover the town hall but don't blanket the town hall helps to make it difficult to determine if spiking an AD with zaps or raging to the core is the best strategy. Having a good leaf blower placement that forces dragon attacks away from the ADs is also crucial. Taking away viable dragon alternatives with a good AD/blower placement is just as important as a strong GoWiPe defense. And, of course choose a good place to drop a double giant bomb to disrupt a hog attack. Giant bombs really aren't a deterrent for any other type of attack at TH8 since dragons aren't affected and all bombs are little to golems.
I'd also pay attention to the bases in the wars that you're in that give multiple people in your clan problems. That's how I got my current base, and it's taken mid to high end TH10s to crack it for a high percentage 2 star. If you see a same level base that stumps multiple attackers in your clan or takes a TH level 1 or 2 levels up to thrash it, snapshot it, and try it out in the next war. The opposite also holds. If your base is consistently 3-starred or high percentage 2-starred on the first attack of the other clan, especially if you're near-max TH8+, then you need to look for a different layout and upgrade your defenses.
Your best bet, layout-wise, is to look for the attacks your clan mates try gowipe on against ths that only get one star, then adapt your base to it. I'd focus on walls/teslas first. Teslas are great for killing PEKKAs, especially if near the core in a compartment. It's an almost garunteed two star, though in this war we have had a few bases with the circle compartments on the outside that defended it for one star. I will say that layout makes it more important to understand funneling and how to attack it than most layouts.
That upgrade order is fine, just realize you may not start preventing 3-stars until the walls get a significant upgrade. Walls are one of the most boring defenses out there, but where they shine is in prevent 3-star attacks. There will be plenty of occasions where you see a golem banging away on a wall and the more health that wall has the more time that attacker is losing.

lol isnt the answer obvious? i wonder which defense has the element of surprise, does the most damage at that TH lvl (minus CC) and in your case, has a lot of room for improvement so you arent able to experience as close to any other defense of their full potential
