They could all be TH5s and do back to back 50v50s. Just because the OP is at a lower level, does not mean the XP changes for lower TH bases.
If 50 TH5s attacked and won the war against other 50 TH5s, they'd still get as much XP as if 50 TH10s did the attack. Therefore clans with low level people can still get high level perks.
