I understand that but how much of supports time should continue to deal with each report? How many followup to make sure you comply? How long do you get? Will that prevent you from doing it again?
2 day ban is not a coincidence. Losing war, spending some time in withdrawal Will insure you won't do it again. I'm sure Snarg will disagree with me as to this method of punishment but again, it's the simplest way to ensure that one time is all support needs to spend on you. No need for a followup, if you get reported again they'll up you to a more serious ban or a permanent one.
But most people will stop after just one and support can continue on to more pressing matters.
It is simple: you can't because "goading" is against the Terms Of Service (TOS)
That's why the other clan can report, SC responds and ban the "goading" player. Because it's simple: SC is enforcing the TOS, the "reporting" clan is just playing by the rules (the TOS).
People can make all kinds of excuses trying to justify why "goading" is good and no one should be banned.
But the reality is this, it's against the TOS, and because of that, any player goading gets banned if reported.
You can keep making excuses to justify your behaviour, but that's not going to change the fact that it's still against the TOS.

Bases should be designed to look like bases. They should not be used to communicate in any way. No words. No pictures. Nothing. If you choose to use your base to communicate you risk being banned. There is no goading in clash of clans. Don't put anything in your clan description either. Act like a gentleman and there will never be a problem.
A good rule of thumb is to avoid any and all shapes (I realize that the batman symbol is common and is not likely to be banned, but this is still a good rule). When someone looks at your base it should not remind them of anything. It should simply look like a base. There should be no words, no pictures, and no symbols. Just make a base. If you want your pre-war base to be different from your real base then just make a second normal base. The wisest choices for pre-war bases are bases that will still hold up in war if you forget to switch (and the really sneaky make their pre-war base almost identical to their actual war base with just some critical changes so that unobservant attackers that made pre-war plans will not notice the change).
I know many players think pre-war bases are a chance to have some fun goading the other team, but the other team may consider it good fun to try to get you banned so it is best to find your fun elsewhere.

We played a clan named after a professional football team, and one of our less mature members put up a base joking about the team/promoting his own favorite, and I made him take it down immediately. There is just no telling how people will react, and no need to take chances.
They don't. That is why they ban people. They don't go to the trouble of changing it themselves but they issue a 2 day ban, then a 7 day ban, then a permanent ban. A few people have gotten 7 day banned before they could even log in from their 2 day ban because they were reported so fast. These bases only remain on display when they go unreported. I'm sure most of us don't bother to take quick photos of offensive bases when we are farming which is why they get a pass. But when you have a full day to look at the base during the war preparation day there is plenty of time to take a picture and report it (and there is a good reason to do so because you know that idiot will not just get banned but will miss his war which should get his clan to pressure him to change his base).
Ideally, you are right. It would be good if there were a way to remove the offensive base at the start of the ban. I understand that SC does not want to take any extra employee time making a new base (or even switching to another one that is already set up), but it would be good if you could edit your base while banned (though I suppose part of the penalty is knowing that people are effortlessly raiding your base during the ban because offensive bases rarely are well defended).
