For the cost and time investment lavas are definitely not worth it. However if you are an active player and is capable of keeping all your builders busy you should keep one free for walls as a loot dump- you're going to have to do those walls sooner or later.
In an unlikely scenario of an attacker who gets stuck on one of your lavas, they are excellent time-wasters and can effectively ruin a raid. It's health is the equivalent of a TH10 which is more than enough to stop high level heroes and high DPS troops such as wizards.

Walls are good for farming, as you can put excess resources in, and often, people will avoid attacking your base, because people don't tend to bring jump spells or EQ spells when they farm. However, if you are pushing or in war frequently and don't care much for farming, yes, they should at least be a decent level, however if they are too high in level, people will just EQ spell you, jump over them or use air attacks. Not worth it for war, but I'd definitely do them if you're an avid farmer.
