Low level and few offenses mean that even though he's a TH9 he will have a low weight in war. It's likely his clan will be matched against lower level players in wars. If he has max offensive troops (which is likely) he'll be matched against opponents that he can take out easily.

Not this time lol my th7s will take him another war win for us although they have higher lvl ths then us. We are on a long win streak after the update where they destroyed the war bunnies. Thx sc
