I think this means that your GC / PS account has been ♥♥♥♥ed. Unless.. you gave your PW to someone, if you did then there's nothing you can do about it.. If your CoC account has been ♥♥♥♥ed into, you may want to contact SC in order to fully gain control of your account again, but you must have a sufficient amount of evidence suggesting that you are the true / original owner of the account... What do you mean? buildings don't banished, if you mean someone is using your account.
Change your Google + pass or Game center pass, so he cannot play your
Coc.
