You can't sell GEMs, description says android only which leads me to believe the seller is selling a Google Play gift card, you can get Google Play/iTunes gift cards discounted, maybe that's what you need to search for, I get lucky sometimes and get 10-20% off giftcards.
If you're using an iDevice samsclub currently has $100 gift cards for about $84, offer ends the 11th.
EDIT: Did some additional reading and saw this:

Don't waste your time searching for ways to gems for free unless you want to get banned or scammed or both. Free gems don't exist unless supercell gives them to you. Theirs a legit app called cash for apps that gives you points to redeem iTunes gift cards or Google play cards to purchase gems inside the game. It's legit since lots of youtubers use it. It's technically not totally free though because it's real money you would be spending and it cost time out of your day to download free apps and play them for a bit to earn points. Another way to get free gems is to remove obstacles from your village. Don't trust random links from web searches as it's all a bunch of scams.

I find that hard to believe since the systems being used are completely separate from SuperCell.

all these "cheap gems" or "free gems" or "H*ck" etc are all fake, there are no ways to exploit the game etc its a server based game so we cant do anything to it! So dont fall for it you will probably end up with your credit card or account stolen!
