If you upgraded your TH before maxing everything out, then you're rushed.
Here's how to fix it: Do not upgrade your TH again until everything is maxed for your current TH level.

To me it depends on how OCD you are.
If you're supremely OCD like me then yeah even if you leave a single wall not maxed, you're considered rushed.
Strategic Rushing is only legit when going from TH 9 to TH 10.
If you're TH 8 or below, you should not be upgrading your TH until maxed.
Always makes me laugh when a maxer suddendly changes his mind about maxing once th8 is reached.
Good points to catch up is th7 and th9.
Tactical rushing can be done at any town hall lvl. It's especially helpful on wars if you do it right. Just make sure you upgrade all of your offensive options before moving up.
I have 3 accounts, 1 that is a th9 but ranked as a th8, 1 that is th8 but ranked as th5 and 1 that is th8 and ranked as th3. They can all 3 star bases higher in the ranking, we do much better in wars with these accounts collectively getting 18 stars pretty much every war.
