That depends very much on what you are aiming for, and whether you maxed everything at TH9.
Loons, hogs, witches, healers should already be maxed. If not, then do those.
After that, if your focus is mainly war, then Wiz, golem, pekka (not necessarily in that order).
If your focus is mainy raiding, then giants, barbs, arch.
For farming you must max barch troops.
For war you must max what you use....Lavaloonion or GOWIPE/WI..
Spells are just as vital though so dont leave them behind
