Only 100 lvls are achieved through Upgrading building, rest are gained only by Huge amount of Donations and sniping th.
Global is misleading by low lvl players sitting on high trophies and bragging. So I came up with this idea as its prestigious for hard core players who are generous to donate every time.

And don't say there are thousands of low lvl players at high lvl.. I've been on chats for past 19 months and did not see anyone like that... only the th snipers are in high numbers.
