Thats the best time to upgrade them...But I would put maxing out the At's in a very close second to the AD's..They're great(huge range, air and ground, a mini X-Bow..)
AD, follow by AT for their air & ground. Lastly cannon.

I am TH10. Spent most of my time in Masters. I upgraded in March. I have not yet upgraded my AD, not have I had an air attack. I would upgrade wizard tower and then mortar before AD.
