No they're not that dumb. It is the account that is blocked for a few minutes not the device.
I think the kick is 6 mins, so you could play for 23 hours and 42 mins of you REALLY wanted to.
Even I don't do that.

No the device does not matter. The device only keeps language settings and the notification icons for new clan messages etc. The whole rest is sent by the server.
Imagine another device as another PC acessing the same homepage. At first you have to login to bind it to your account, but after that they are identical.
I don't know, but how long does it kick you out of the game for?
