BAM is a very good army camp for TH9, so stick with that. I have about 120 legos and rest skulls. I'm farming a really good quantity of G/E and upgrading 10-20 skulls to lego a day. So I think your problem is simply trophy count. Gold 1 and Gold 2 are good according to most TH9s lately. I've raided 30M gold in the last 2-3 days in mid-gold. I start at 1800 trophies, then keep raiding until I slowly go down to around 1500 trophies, then snipe back to 1800, rinse and repeat. That's what I recommend to you.
Since BAM is such as fast army comp, be cautious in your use of the queen (I'm being a bit of a hypocrite, I'm reckless with heroes). Use her when there aren't defences in range or something like that; you don't want to wait for her to heal. Ideally, you should use her every raid.
One more thing: pay attention to time of day you raid. Some times of day are crappy, and others feel like heaven. clashofclansforecaster.com is reeeeally great for this. It shows what time of day will be best for finding inactive bases, and you can time your raiding sessions with the times it says are good. It has helped me a lot.
All the above is concerning collector raids. I have only been raiding collectors, and it's been working fine. You have to be patient. I recorded next amounts for my last 107 raids, and my average nexted was about 28.95. Sometimes I have gotten a great collector raid on the first base and the highest I got was 140 nexts. Just don't give up; there is ALWAYS a raid there. If it is consistently taking forever to find a base, time to change trophy range.
If you want to do storage raids, there are quite a few rich TH8s in Gold 2 and Gold 1. Train up some GiBarch (8 giants if you're very skilled, or 12-16 if you're not that experienced using giants. 8-10 wallbreakers. Don't have to use all your wallies each raid. Extras are there just in case. The rest barch, maybe some goblins, and if you want extra firepower, wizards). TH8s are fairly easy to take from with our OP lv6 giants
